Question PVC Pipe just hanging?

My car was idling low and high... I took a look under the hood to check the basics and found these two PVC pipes under my just laying there. What are they and where do they go? See attached.

Your picture gives me no sense of scale. Looks to me like it might be heatshrink tubing if anyone did any wiring under the hood.
Where was it under the hood?

My mistake, I didn't know how to describe it but it is a rubber material. It was laying across the the top of the fan as soon as you open the hood in the red circled area...

Looks to me like the trim that sits ontop of the metal compartmented engine bay.

Check to see if there is any rubber material ontop of these sections!

Still looks like heat-shrink to me. Is the material very soft? Put a lighter under it and see if it shrivels. Have you had any wiring work done on the car recently?
Angel eyes, HID, Electric fan, anything else?...
