Default Probably Stupid Question

So this is probably dumb. I am picking up my car Monday and was at the dealer yesterday when I decided to look closely at the Xenon lights. Ummm WHy is the interior light a Halogen? Also, Looking at BMW's Driving around I noticed these lights never seem to be on. Ummmm . . . What are they?

the interior one is a daytime driving light if u so choose..and also for flashing oncoming traffic..the xenons are bi-xenon so they are low and high beam....

They also come on bright when you 'flash to pass'.
