That means they screwed up. Take it back and have them center the wheel and realign.

The steering wheel needs to be locked down in the centered position and then have them readjust the toe setting.
They need to use something like this or a similar variation: RJ

Tire shop put new tires on my '05 M3 and, after three attempts, steering wheel is still off center (counterclockwise)... seems to be getting a bit worse. other than changing tire ships, any thoughts?

honestly, your tire shop flat out sucks if they can't get the wheel centered on 3 tries, I watched the guy at my shop center my wheel in less than 5 mins after it was on the lift

To the original poster: Did you have 4 tires mounted? Is the steering off to the right but the car tracks str8? If so then yea the toe is off and they need to readjust it.
To Stephen F, lot of variables in your situation, did you have all 4 replaced or just 2? Does the alignment rack there using look fairly new, did you ask the shop when the last time was they had the rack calibrated?

I always request to sit in the car make sure the steering wheel is really in the center position during alignment, but should only be possible in an indie shop.
