What broadband speed are you meant to have - what is your real speed?

I started this thread to compare the speed/plans we purchase VS the speeds we actually get... As you can see below I am getting about 25% of what I signed up for and am not too happy about it.... I have ATT DSL... check speeds at Speedtest.net

plan speeds: 3 mbps / 384 kbs
actual speed: 790 kbs / 121 kbs

hey guys also put what you are meant to get not just the speed you are getting, so we can see plan speed VS actual speed.

14000 kbps down and 2000 kbps up, road runner. Supposed to only be 10k down but I'm getting 14k on average and once in a while it spikes up to 21-22k down.
