Yes percisely.

Do you perhaps have a USB External Encolsure you could put it in and take it to another computer that is operating?
Preferably a computer with good AntiVirus protection?

I know a guy that may be able to take it apart for me. It is one of those all enclosed models (no tower) so it'll be a PIA.

I am sure inbuilt utilities won’t be able to retrieve your data. As you say your PC is dead. There are 2 reasons of this first your hard disk can be physically damaged and secondly your hard disk might be logically damaged.

So if your hard disk is physically damaged then you need to take help of data recovery services, but if your disk is logically damaged then you don’t need data recovery services you need data recovery software.
