Either I've never noticed it, or my car just started doing this today. I have to believe that I would have noticed it too, because its down right annoying. BUT, I guess that was the point. I read this thread and went to my car to start it with the seat belt clicked. With it clicked - 1 beep - without it - 8 beeps. Every time. So now my question is there any way to turn it off!

03/2002 build here---quiet beep (edit: never really noticed the beep initially--it is much quiter than the ones listed below) at start-up. No beep for moving without the seatbelt.

The beep still works if:
the lights are left on
the key is left in the ignition
the car is not put in gear after parking (SMG)
the door is opened when the car is in gear

thats what I want to know!! glad to see my thread got bumped this sounds like the most trivial issue, but it is one of my few gripes with my car right now, haha. especially confusing since production date doesn't seem to dictate beeping behavior...
