Is there a thermostat in the S54 housing? Does the oil begin to flow to the oil cooler at a certain temperature? Or does it being to cool at engine start up?

Yes, there is a valve near the filter housing. It does not send oil to the oil cooler at startup, but does after the engine reaches normal operating temperature. This is to help the car warm up faster, and reduce cold start emissions. A few people that track their cars have removed this valve so the oil circulates thru the cooler faster.
